Targeted areas are census tracts in Washington state that meet federal guidelines as economically distressed.  These economically distressed areas are given special consideration under the Mortgage Credit Certificate and other Downpayment Assistance Programs.  This determines the census tract number of the property.  There are many helpful resources such as the Thomas Guide with Census Tracks, the city or county planning office, and these links: http://www.ffiec.gov/geocode/ and http://factfinder.cenus.gov.  You can check the maps below to determine whether the census tract falls within a target area.

All borrowers purchasing a home in a targeted area do not have to be first-time homebuyers.
